I can't remember the name, but there was a comic series where someone takes over the Pacific Garbage Patch. There was also David Brin's novel Earth, which had a floating refugee semi-nation.

i don't think it would be very healthy to live on floating garbage island, though i am very pro intentionally making islands (or rafts for that matter) for living.
